The Supplemental Nutrition Assistance Program (SNAP) is a vital tool for millions of families in the United States and by 2025, one of the key factors in determining eligibility is income level.
Knowing the maximum allowable income is critical if you are considering applying for these benefits.
For fiscal year 2025 (October 1, 2024 to September 30, 2025), the income limits to qualify for SNAP depend on household size and the state in which you live.
In the 48 states plus the District of Columbia, Guam and the Virgin Islands, the gross monthly limits (130% of the federal poverty level) are as follows:
- 1-person household: $1,632
- Two-person household: $2,215
- Household of 3 people: $2,798
- Household of 4 people: $3,380
- For each additional member: +$583
For households that include elderly or disabled persons and qualify as separate households, a higher limit of 165% of the poverty level applies.
For example, a single person in this situation can have an income of up to $2,071 per month.
In addition to the income limit, households must meet other financial and non-financial criteria. Generally, both the gross and net income limits must be met, except if the household includes a person over 60 years of age or disabled, in which case only the net limit applies.
What is the highest income to qualify in 2025?
The net limits (100% of the poverty level) are:

- Household of 3 people: $2,152
- Household of 4 people: $2,600
Deductions are applied to gross income, such as the 20% earned income deduction, uncovered medical expenses, dependent care, and excessive shelter costs. These deductions can help you meet the net limit.
To be eligible, your household must have no more than $3,000 in countable resources (such as cash or bank s). If there is an elderly or disabled person, the limit increases to $4,500. However, many states apply more flexible rules under broad-based categorical eligibility (BBCE).
Certain assets are excluded, such as the house you live in, retirement s and resources of people receiving TANF or SSI benefits.
Vehicles are also considered resources, but there are exceptions. For example, the value of a vehicle is not counted if it is used for work, to transport a disabled person or as a home.
For other vehicles, a fair market value and equity test applies.
If you want to apply for SNAP benefits, then you must apply in the state where you reside. The process varies, but you will generally need to complete an interview (by phone or in person) and provide ing documents.
